We will focus on controlling water pollution in industrial clusters. We will intensify pollution control in industrial clusters such as economic and technological development zones, new and high-tech industrial development zones, and export processing zones. Industrial wastewater in the agglomeration area must be pre-treated to meet the requirement of centralized treatment before it enters the sewage centralized treatment facility. The construction and upgrading of industrial clusters should be synchronized with the planning and construction of pollution control facilities such as sewage and garbage centralized treatment. By the end of 2017, industrial clusters should have built sewage treatment facilities and installed automatic online monitoring devices in accordance with regulations, one year ahead of schedule in the beijing-tianjin-hebei region, the Yangtze river delta and the pearl river delta. Those who fail to do so within the time limit shall be suspended from examining and approving construction projects that increase the discharge of water pollutants, and their park qualifications shall be revoked in accordance with the relevant provisions. 2. We will intensify efforts to control pollution in urban areas. We will accelerate the construction and upgrading of urban sewage treatment facilities. Urban sewage treatment facilities in sensitive areas (key lakes, key reservoirs and inshore water catchment areas) should meet the discharge standards of class A by the end of 2017. We will encourage the development of water-saving and efficient modern agriculture, new and high-tech industries that use less water, and environment-friendly tourism. We will strictly control the development of high-water-consumption and high-pollution industries in areas that lack water, have serious water pollution, and in sensitive areas. In the seven major river basins and main streams, we should strictly control the environmental risks of projects related to petroleum processing, chemical raw materials and chemical products manufacturing, pharmaceutical manufacturing, chemical fiber manufacturing, non-ferrous metal smelting, textile and printing and dyeing, and rationally arrange production facilities and storage facilities for hazardous chemicals.
